Nobody can bring up any issue in the Assembly without the permission of Jigme Thinley. This has also been discussed in Bhutan Times forum. Regarding National Council members, they are there only for salary and perks. Whatever they have promised to the public at the time of asking for votes they can't meet as the Prime Minister decides where the funds should go. In fact they are the victims of circumstances but gets to enjoy the big buck. Whether it is National Council or National Assembly, it is a big joke.
